Trouble comes up when the product of the ground cables have a bad quality that makes financial loss for the company. This research goal is how to declare a ground cable is qualify enough to pass. Partial discharge of a ground cables is affected by quantity and quality of a void in the insulation of the cable. On this thesis discuss about void partial discharge on the ground cable 20 kV. Partial discharge method that use in this research is a conventional direct coupling method that include in IEC 60270 standard about high voltage measurements. For partial discharge measurement value is maximal 5 pC. From the result of research there is two comparison of the ground cable, the good quality of ground cable has a partial discharge value about 3.7 pC while the bad quality of ground cable has a partial discharge value about 28.3 pC. And from the calculation of the void partial discharge, it can be concluded that the value of the partial discharge is directly proportional to the cavity in the ground cable insulation.} }
