Electricity is channeled from the plant to users who are customers of PT PLN through the transmission and distribution network. The transmission process takes place at main substations which are scattered in each particular area, such as Cawang Baru Substation which is located in East Jakarta. The substation has several 500/150 kV Inter-Bus Transformers (IBT?s) that operate to distribute electricity to a number of users they serve. A transformer fire and explosion once occured in 2009 damaging a single-phase transformers of the IBT2 3-phase transformer system. This trouble occured after the transformer has been loaded over 90% of its capacity for a long time. As a consequence, customers experienced rotating power outages for 2 weeks until the replacement transformer is installed. At that time IBT2, which experienced disruptions, had to be turned off completely, (which also causing losses to PT PLN?s revenue) from unserved load, while consumers suffered losses due to rolling blackouts. To overcome this, the open delta transformer configuration can be used as an alternative solution as well as a loss recovery method, since theoretically it is capable of sustaining up to 57.7% of the IBT2 capacity in the event of a disturbance as mentioned above. The open delta transformer system is implemented by activating 2 single-phase transformers that are not interrupted still in a 3-phase configuration, so that customers that must be served by PT PLN are not lost 100%. Calculations and analysis in this study indicate that PT PLN's losses from unserved load can be significantly reduced and also some customers who are directly affected can still get electricity supply, without having to experience rolling blackouts during a long repair period.} }
