		abstract={Electrical energy is important in relation to human life because it has become
a necessity for households, industry, and transportation. The need for electricity is
increasing every year in line with the increase in the quality of life of the community
and the number of residents, so that the level of reliability for an area is important.
The parameters used to see the reliability of the distribution network are SAIFI and
SAIDI, to get the root cause of the problem using Pareto diagrams. Based on the
calculation results for the SAIFI values in 2019, 2020 and 2021, it can be said that
they are less dependable because they do not follow the standards, as the results of
the SAIDI calculations in 2019, 2020. Only the 2021 SAIDIs are following the
standards. With comparison SPLN 68: 1986 times the adjustment factor for the Irian
Jaya region SAIDI 31.5 hours/year and SAIFI 4.8 times/year. For the root cause of
blackouts in 2019, 2020 and 2021 based on the Pareto diagram at PT PLN (Persero)
ULP Arso, APP and Cable interference. And the total loss for three years due to
