There are more than 450 thousand heads of families spread in 22 sub-districts and 14 villages and 380 villages. In addition to the hilly topography of the village location, so that it requires a large amount of money to build an electricity network to the area, the customers are not too many so it is considered not economical if the electricity network is constructed. One solution offered to overcome the problem of electrification in the area is by applying the concept of People's Electricity using a Waste Power Plant (PLTSa) which can be managed independently by the village concerned. The People's Electricity Program is an environmentally friendly and renewable technology. The advantages of this concept include the ease in the application process in rural locations that have poor infrastructure. As well as being able to encourage the productivity of hamlet communities, so as to increase the economy of the citizens. Based on the analysis and calculation results in this thesis, the investment in the development of PLTSa 50 kVA of the People's Electricity model with the need for 0.5 km of JTR is far more economical than the development of networks using conventional (On Grid) 25 kVA transformer capacity with JTM needs of 13 kms and JTR is 0.5 km, based on RUPTL 2017/2026 in North Sumatra and PT.
