This research was conducted in the city of Surabaya and aimed at civil servants (PNS). This research was conducted using a quantitative approach with a survey method involving 80 civil servants in the city of Surabaya. The results of this study were analyzed using SmartPLS as an analytical tool. The results of the study found that work-life balance has a positive but not significant effect on employee performance, work-life balance has a positive and significant effect on employee welfare, employee welfare has a positive and significant effect on employee performance, and the influence of work-life balance on employee performance mediated by employee welfare is not significant, so that employee welfare cannot mediate between variables.
