		abstract={The purpose of this study is to determine the effectiveness of the distribution 
of micro business actors assistance funds (BPUM) for the welfare of micro, small 
and medium enterprises (MSMEs) in Bengkalis district. This research is a type of 
qualitative descriptive research using primary (interview) and secondary 
(documentation) data sources. The sampling technique uses the slovin formula, 
from the data obtained 52 respondents. The results of this study show that the 
Procedure forEnyaluran Dana BPUM 2021 is in accordance with the guidelines 
regulated in the regulation of the Minister of Cooperatives and MSMEs No. 6 of 
2020. The BPUM program is very effective because overall respondents say they 
have met the indicators of effectiveness, this can be proven by the results of 
interviews and documentation. Obstacles to the distribution of BPUM funds in 
2021 include cellphone numbers that cannot be contacted, lack of trust from the 
public and some recipients have died.}
