The population of this study were employees of the Regional Apparatus Organization (OPD) of Tegal Regency who were involved in project tenders of 43 employees. The OPD staff consists of 32 employees of the Procurement of Goods and Services (PBJ) at the Regional Secretariat and 11 employees of the Public Works and Spatial Planning Office (DPUPR). The result of the research is that organizational learning culture has a significant positive effect partially on employee competence, organizational effectiveness and knowledge sharing. Knowledge sharing has no effect on employee competency. Employee competence has no effect on organizational effectiveness. Sharing knowledge has a significant positive effect on organizational effectiveness. Employee competence partially or jointly sharing knowledge cannot mediate employee competency learning culture on organizational effectiveness, but knowledge sharing is partially able to mediate both.} }
