		abstract={Public Passenger Transportation is passenger transportation using public transportation that is carried out on a rental or payment system. In this study, an analysis of Headway time and Load Factors was carried out on BOK (vehicle operational costs) based on the regulations of the transportation service No: SK.687/AJ/DRJD/2002. The object of this research was the PO Bus Harapan Jaya Patas for the Tulungagung ? Surabaya route. From the results of the study, it was found that the actual headway was 15 minutes with the number of passengers 30, while to get a load factor of 70%, a headway of at least 15 minutes was needed.
