Writing of this thesis represent effort analyse some problem of legislation authoritative of DPD as system form of bicameral in Indonesia according to UUD RI Year 1945; legislation authoritative optimalisasi and done effort is optimal of authoritative. Writing use method approach of normatif juridical. Primary data of normatif weared to include materials punish primary; materials punish sekunder; and tertiary law materials. Method gathering of materials punish at this writing is bibliography and documentation. Result of analysis explain that legislation authoritative of DPD by juridical not fully which formulated in Law Number 10 Year 2004 about Forming of Law And Regulation that is from proposing until disconnection, also only limited to law related to just area autonomy, so that applying of system of bicameral in Indonesia categorize to weaken (soft) is not strong bicameral (strong). This matter, caused of UUD RI Year 1945 and other Law And Regulation which from early format that way, so that done efforts is DPD, besides passing fifth amandemen UUD RI Year 1945 also other amendment to the law and regulation which related to authoritative of DPD. Conclusion and suggestion from result of analysis is legislation authoritative of DPD not fully which is formulated in Law And Regulation, hence besides passing fifth amandemen of UUD RI Year 1945 and change of law and regulation as optimal effort of legislation authoritative of DPD have to be executed to utilize to realize system of strong bicameralism. } }
