		abstract={This research aims to explain the model of government and community cooperation in waste management in Batu City. This research focuses on two aspect, such as to elaborate model of cooperation between government and society in waste management and the obstacle factors that emerge in the implementation of the cooperation. Meanwhile, the concept used in analyzing the context of cooperative model is collaborative governance model which encompass component of collaboration dynamics, collaboration activities, and collaboration result. This research uses descriptive qualitative research method. Sources of data encompass interviews data from some respondents that involve as collaborative actors such as DLH Batu City employees and community members of Trash Kartini True Municipal of Batu City, documents from DLH Batu City and Kartini Sejati waste bank Community, journals, and books that relate with the research focus. Data collection techniques used observation, interview and documentation. While the technique of data analysis use four stages include, data collection, data reduction, data presentation, and conclusion. The results of this research indicate that collaboration between the government through DLH Kota Batu and the community through the waste bank community has represented as the components in the collaborative governance model. The collaboration has been conducted through a joint dialogue process undertaken by DLH Kota Batu and the community of waste banks; development of trust and commitment of each stakeholder; regulatory support; knowledge and ability of stakeholders related to waste management; leadership; and some resources such as human resources, budget and facilities. Collaboration is manifested in several collaborative activities, both collective and individual. At the end of the process, the results obtained from the implementation of the collaboration include results in the economic, social and political.}
