The utmost aim of this research is to know the Role of governmental employment institution and human resource development agency in attempt of increasing civilian officer disciplinary rate at Sukabumi city administration. The fundamental phenomenon that founded by the researcher on the field is differences between disciplinary application and available official rules. This research take point based on theory of Horoepoetri (2003) about role dimension that consisted from role as regulation, as strategy, as communication medium, as quarrel-solver, and as therapy. This research is implementing qualitative method as main data gatherer and 10 respondents. Data gathered in way of observation, interview and documentation. Data-validity procedural test is pointing that role of governmental employment institution and human resource agency is still in unstable condition because unlikely to strict against contravene civilian officer in terms of disciplinary. In purpose of forming every civilian officer in-sync with rules that available, that means governmental employment institution and human resource development agency have to more strict from now on.} }
