The population in this study are people who live in Central Java with a sample of 125 respondents. The data collection method uses a questionnaire and is processed using the SmartPLS 3.0 program. The results show that, two hypotheses are accepted where the factors that influence panic buying of medical devices (drugs, masks and vitamins) are the perception of scarcity and anticipated regret, then other factors such as the Health Belief Model (perceived vulnerability, perceived severity, outcome expectations, self-efficacy and action cues) are not determinants of perceptions of scarcity of medical devices (drugs, masks and vitamins).} }
