In the course of government in this region since it was formed in Yahukimo regency until now Human Resources has become one of the very basic problems that need to be solved by the Yahukimo Regency government. Because Human Resources is one of the benchmarks for the progress of an area, region and country as well as all areas of human life. In its journey, Law No. 21 of 2001 concerning Special Autonomy for Papua Province, Yahukimo Regency became one of the consensuals of the Papua Provincial Government and the Central Government to advance the development and welfare of the community but currently the government is focusing on building basic infrastructure. The construction of basic infrastructure such as bridges, roads, houses, large buildings and others is one of the issues that needs to be prioritized but which is very basic and must be prioritized by the Central Government, the Papua Provincial Government and the Yahukimo regency government in the era of special autonomy is the Development of Human Resources. When the priority is the construction of infrastructure such as Trans Papua roads, bridges, airports, large buildings using Papuan special autonomy funds. Policies like this do not target the needs of the Yahukimo people. Because what needs to be prioritized is the Development of Human Resources through good and correct education based on educational standards. To support the implementation of Human Resource Development, it is necessary to build good facilities and infrastructure as well as basic facilities in order to provide comfort and coolness to teachers and students. This research is descriptive qualitative using juridical and empirical approaches and selected several informants with purposive sampling and the data sources used were primary and secondary. This research is entitled: Papuan Student Perception of Special Autonomy for Papua Province No. 21 of 2001 towards the Development of Human Resources in Yahukimo Regency. This research shows that national development is one of the rare things carried out by the government in the context of community welfare. As stated in the preamble to the 1945 Constitution paragraph IV, namely: protecting the entire Indonesian nation and all Indonesian bloodshed, advancing the general welfare, educating the nation's life and participating in world order based on eternal peace and social justice.} }
