The formulation of the problem in this study is how collaborative governance is in the policy of developing cultural village tourism in Pujon Kidul Village, Malang Regency and what are the supporting and inhibiting factors faced by collaborative governance in the policy of developing cultural village tourism villages in Pujon Kidul Village, Malang Regency. This type of research uses descriptive analysis with a qualitative approach. The focus of this research is based on Ansel and Gash's theory about the stages in the collaborative governance process, namely face to face dialogue, trust building, commitment to processes, shared understanding, and intermediate outcomes. The data collection techniques include interviews, observation and documentation. The results of the research show that in the collaborative process that has been carried out it is quite good in developing a cultural village tourism village in Pujon Kidul Village, Malang Regency. The cultural village tourism village is a community creativity with the Pujon Kidul village government so that it can be of economic value and the stages in the collaborative governance process are (1) Face to face dialogue in developing a cultural village tourism village has involved the community, government and managers by holding direct meetings in forms of forum for deliberation and socialization. (2) Trust building or building trust with the existence of a human resource development assistance, for example by raising livestock and farming with the community. (3) Commitment process or commitment to the process of developing a cultural village tourism village that has involved the community, government and managers to collaborate. (4) Shared understanding is a way to build a common understanding between each actor involved, for example by holding a joint deliberation. (5) Intermediate outcomes or temporary results are the results in the process of developing a cultural village tourism village where there is a forum that manages the results obtained from cultural village tourism.} }
