ABSTRACT With the change in curriculum is the curriculum into the Curriculum 2013 is an integrated establishment between reconstruction competence of graduates, with suitability and adequacy, breadth and depth of the material, learning revolution and reform assessment, there should be fundamental changes in the processing system of evaluation of student learning outcomes, at MIN Malang 1 , The purpose of research and development, to produce Management Program Evaluation Based Learning Information Technology (IT) with the hope of being able to provide solutions for Madrasah implement curriculum K13 in the development of processing systems evaluation results of effective learning, in order to provide convenience for users and generate information satisfactory for all parties concerned. This program was developed to meet the needs of Government Elementary School Malang I. Based on the results obtained by evaluation expert validation validity value reaches 88% it is included in Criterion A (86% - 100%) and included in the criteria used valid and feasible to implement. The results of expert validation application program validity values obtained at 76% it is included in Criterion B (70% - 85%) and included in the criteria used quite valid and feasible to implement. The results of the expert validation entire application program experts and expert evaluation of the validity of the values obtained up to 82% it is included in Criterion B (70% - 85%) and qualifies as quite valid and suitable for use in field trials. The results of the evaluation expert validation validity of the values obtained at 78% it is included in Criterion B (70% - 85%) and qualifies as a valid enough and fit for use for use. Effectiveness test using t test known that the value t arithmetic amounted to 6.658 where the result obtained is greater than t table for a sample of 30 is (1.697) with a probability value 0.004 <0.05, it can be concluded that there are significant differences (significant) effectiveness program learning outcomes between the new program with the old program. The new program has a better effectiveness than in the old program with a 95% level of truth and worth the revision to be applied in the process of Processing Evaluation of Learning at the Madrasah. After the Public Test (Test Product) and had several development by author, by Examiners Expert Evaluation, by Examiners Expert Development Program Application, Deputy Head of Quality Assurance, Tim Processing Values, and Teachers, stated that the program is a good and effective way to apply in the process of Processing Evaluation of Learning at the Madrasah.
