ABSTRACT Learning source is an important organ in conducting educational system. One of the source is teachers and their role as learning source, it means teachers? role is not only to convey the lesson, but also to supply and develop as many as possible others source and media to be used by students to solve the learning problems. Therefore, the developed Islamic Therminologies Dictionary is expected to have benefit for students. Besides, it also expected to be able to improve student learning outcome to the better level. Based on that reason, the aims of this research and development are to answer the following three important research questions: (1) to explain validity process of Islamic Therminologies Dictionary as learning source for student at SMAN 1 Pandaan Pasuruan (2) to explain implementation of Islamic Therminologies Dictionary to optimize student learning activity at SMAN 1 Pandaan Pasuruan (3) to explain implementation of Islamic Therminologies Dictionary to optimize student learning outcome at SMAN 1 Pandaan Pasuruan. Reasearch method applied in this research is Research and Develompment (R&D) method. Hence, in order to deliver an Islamic Therminologies Dictionary, researcher employs ADDIE model with 5 steps of development. Those excluded steps are Analysis, Design, Development, Implementation, and Evaluation. In attemp to know the product expediency, the researcher distributed questionnaires to the Islamic educational expert, design expert, learning expert, and students. Test result reveals that the product of Islamic Therminologies Dictionary is worth using as seen from assessment of Islamic educational expert (86,0%), design expert (85,72%), learning expert (93,33%), and students (87,45%). Based on the T-test using SPSS 16,0, it can be determined H1 is accepted since Tcount (4,603) is greater than Ttable (2,028094), the result indicates that implementation of Islamic Therminologies Dictionary is effective to use as it has influence in improving students learning outcome compared to other classes which do not use Islamic Therminologies Dictionary as the learning source. ABSTRAK Sumber belajar merupakan organ penting demi terlaksananya sistem pendidikan. Salah satunya ialah guru sebagai sumber belajar, artinya guru bukan hanya bertugas untuk menyampaikan pelajaran, akan tetapi mereka yang menyediakan dan mengembangkan sebanyak mungkin sumber lain dan media yang dapat digunakan oleh siswa untuk memecahkan masalah yang sedang dipelajarinya. Sehingga nantinya sumber belajar yang dikembangkan benar-benar bermanfaat dan mampu meningkatkan hasil pembelajaran siswa. Oleh karena itu, tujuan penelitian dan pengembangan ini adalah untuk menjawab 3 rumusan masalah. Adapun tujuan penelitian tersebut adalah (1) menjelaskan proses validitas Kamus Istilah PAI sebagai sumber belajar siswa di SMA Negeri 1 Pandaan Pasuruan, (2) menjelaskan implementasi Kamus Istilah PAI dalam mengoptimalkan kegiatan belajar siswa di SMA Negeri 1 Pandaan Pasuruan, (3) menjelaskan implementasi Kamus Istilah PAI dalam mengoptimalkan hasil belajar siswa di SMA Negeri 1 Pandaan Pasuruan. Metode penelitian yang digunakan dalam penelitian ini adalah metode Research and Develompment (R&D). Untuk menghasilkan produk berupa Kamus Istilah PAI, peneliti berpedoman pada model ADDIE dengan 5 langkah pengembangan yaitu Analysis atau analisis, Design atau desain, Development atau pengembangan, Implementation atau implementasi, dan Evaluation atau evaluasi.
