ABSTRACT PAI (Pendidikan Agama Islam, Islamic Education) is one of the main subjects taught in Primary School. Conventional teaching methods that used by educators by lectures (verbal) method makes students easy to forget the presented material. Lack of creativity of educators in creating interaction when learning makes learning less fun, so it is necessary to update the presentation of learning to students by delivering PAI materials using different and more fun way through Flip Chart learning media based on Rainbow Wheel Game. The purpose of this research are: (1) to produce the product in the form of learning media of Rainbow Wheel Game on the subject of Faith to Angels, (2) to analyze effectiveness of Flip Chart learning media based on Rainbow Wheel game in PAI lesson to fourth grader of SDN Katerban 5, Baron, Nganjuk. To achieve the above objectives, Research and Development (R & D) research approach is used. Validator in the validation process is done by the design expert of learning media and PAI teacher of fouth grader. Data type used are quantitative data and qualitative data. The instrument of data collection used are in the form of questionnaire, observation and test. Data analysis technique used is descriptive analysis and test result analysis using experimental design one group preetest-posttest design with the test criteria is testing t with significance level 0,05 (5%). The results shows that, (1) This development has produced a product of Flip Chart learning media based on Rainbow Wheel Game for subject of Faith to the Angels. The overall validation result reached an average percentage of 87.6% which means that is worth using. (2) Rainbow wheel game based Flip Chart learning media on the subject of Faith to the Angels has proved to be effective applied in learning PAI of fourth grader of SDN Katerban 5, Baron, Nganjuk. This can be seen from the enthusiasm of students while studying with the presentation of Flip Chart media that presented in simple design, interesting, diverse on the form of material and color pattern on the media and on student learning outcomes the average value of preetest significance 0.05 (5%) obtains , are 9,455 2,093 which means is rejected and is accepted. This shows on student learning outcomes and declared effective in learning PAI of fourth grader on the subject of Faith to the Angel in SDN Katerban 5, Baron, Nganjuk. ABSTRAK PAI merupakan salah satu mata pelajaran pokok yang diajarkan di Sekolah Dasar. Cara mengajar konvensional yang dilakukan pendidik dengan metode ceramah (verbal) menjadikan siswa mudah lupa terhadap materi yang disampaikan. Kurangnya kreativitas pendidik dalam menciptakan interaksi saat pembelajaran menjadikan pembelajaran kurang menyenangkan, maka perlu adanya pembaharuan dalam penyajian pembelajaran kepada siswa dengan menyampaikan materi PAI menggunakan cara yang berbeda dan lebih menyenangkan yaitu melalui media pembelajaran Flip Chart yang berbasis Game Pelangi Putar.
