ABSTRACT The principal as leader in formal education need to have future insights. Educational leadership requires a major concern, because through good leadership, we expect to be born qualified personnel in various fields as thinkers, workers who ultimately can improve quality human resources. Increased teacher competence should be done by the headmaster many times so that the teacher's competence is always improved and the teacher becomes a great teacher and quality. The purpose of this research are; (1) Describe the efforts of the headmaster in improving the teacher?s competence in MI Al-Maarif 02 Singosari. (2) describe the supporting and inhibiting factors affecting the headmaster in improving the teacher?s competence in MI Al-Maarif 02 Singosari. To achieve the above objectives, the researcher uses a qualitative approach with the type of research description. The location of this research was conducted at MI Almaarif 02 Singosari Malang. Informants in this study were the headmaster and classroom teachers. Data collection techniques use (1) structured and non-structured interviews; (2) documentation. To analyze the data the researcher uses descriptive qualitative analysis. The results of the research that the researchers found were: (1) The principal undertook the efforts of the formal school with the regular meeting, including training, teacher training and workshop, group study among Teachers / KKG, Supervision and class visits and Conduct Assessment. As for non-formal activities that is to familiarize the discipline and always provide motivation with the aim to increase teacher insight, providing opportunities for teachers to improve the spirit of discipline and teacher skills. (2) supporting and inhibiting factors affecting the headmaster in improving teacher competence are as follows: a) supporting factors, including; the fulfillment of madrasah infrastructure facilities are met, the enthusiasm and spirit of the teachers participated in the training, as well as the support of the foundation. b) the inhibiting factor facing the headmaster, is; headmaster itself and the presence of teachers who do not fit into the school. ABSTRAK Kepala Madrasah sebagai pemimpin dalam pendidikan formal perlu memiliki wawasan kedepan. Kepemimpinan pendidikan memerlukan perhatian yang utama, karena melalui kepemimpinan yang baik, saya harapkan akan lahir tenaga-tenaga berkualitas dalam berbagai bidang sebagai pemikir, pekerja yang pada akhirnya dapat meningkatkan sumber daya manusia yang berkualitas. Peningkatan kompetensi guru harus dilakukan oleh kepala madrasah secara terus-menerus sehingga kompetensi guru selalu mengalami peningkatan dan guru menjadi guru yang hebat dan berkualitas. Adapun tujuan dari penelitian ini antara lain; (1) Mendeskripsikan upaya kepala madrasah dalam meningkatkan kompetensi guru madrasah ibtidaiyah Al-Maarif 02 Singosari. (2) Mediskripsikan faktor pendukung dan penghambat yang mempengaruhi kepala madrasah dalam meningkatkan kompetensi guru madrasah ibtidaiyah Al-Maarif 02 Singosari. Untuk tercapainya tujuan diatas maka peneliti menggunakan pendekatan kualitatif dengan jenis penelitian deskripsi. Lokasi penelitian ini dilakukan di MI Almaarif 02 Singosari Malang.
