ABSTRACT The process of internalization of moral values is very important for learners especially in globalization today, because the internalization process is expected to play an active role to prevent the negative impact of the development of the time, so that learners have a noble character according to the demands of Islam. Islamic Education in Special Schools (SLB) especially for tunagrahita children aims at forming a person who believes and piety to Allah SWT and morals. Therefore, the internalization of moral values becomes very important to form the character of a religious child. The purposes of the research are to: (1) find out the concept of Internalization of moral values for Tunagrahita children (2) know the strategy of internalization of moral values for tunagrahita children in SLB Semesta Llhuarrr Biasa. (3) Know the obstacles that are faced in applying the strategy of internalization of moral values for tunagrahita children in SLB Semesta Llhuarrr Biasa. To achieve the objectives above, it used a qualitative research approach with case study research. Data collection techniques used observation, interview, and documentation. For his analysis used qualitative analysis techniques. The data validity test was performed with observational persistence and Triangulation. The results of research showed that: (1) The concept of internalization of moral values is a process in incorporating the full Islamic values into the heart, so that the spirit and the soul move based on the teachings of Islam. Internalization process itself is through 3 stages, namely: Stage of transformation value, Value transaction stage, Phase trans-internalization value. (2) The internalization strategy of moral values in SLB Semesta Llhuarrr Biasa Mojokerto are through three stages, The strategy of class teachers in shaping the character of students when learning in the class through the transformation stage of values, namely: first, Value Transformation Stage uses internalization strategy through exemplary, and internalization is through habituation. Second, the Value Transaction Stage uses internalization strategies through punishment, and internalization is through rewards; Third, the Trans-internalization Stage uses internalization strategies through foll} }
