ABSTRACT Teaching Arabic as a foreign language consists of teaching listening, speaking, reading and writing skills. In teaching listening skills, there are several problems. One of them is related to the strategy that is used by Arabic language teacher in teaching the skill. Most strategies that are used are less motivated students in learning Arabic language, especially listening skill. Regarding the explanation, the researcher wants to limit the issues surrounding the research strategy. The research is conducted by applying metacognitive strategy in learning listening skills. Metacognitive strategy enables learners to set goals in learning, achievement and control, as well as evaluating the learning process which is supervised and guided by the teacher. Researchers believe that by applying these strategies, it can improve students' listening skills. Formulation of the problem in this research is: "How is the effectiveness of the application of metacognitive strategy to improve listening skills toward students MTsN. Batu and MTS. Surya Buana Malang?". With details of the formulation of the problem as follows: (1) How effective is the use of metacognitive strategy to improve students' ability to identify, prioritize sounds in Arabic language? And (2) How effective is the use of metacognitive strategy to improve students' ability to understand the text comprehension?. The hypothesis of this study is that the use of metacognitive strategies to improve students' listening skills in terms of both identifying sound and understanding text comprehension. This research is experimental research with quasi-experimental design, with pretest and posttest pattern. The population of this research is all eighth grade students MTsN Batu and MTs. Surya Buana school year 2013/2014, and sample of the study is grade students VIIIc and VIIId in MTsN Batu and VIIIA and VIIIB at MTs Surya Buana. To collect the data, researcher used test. And the results of this study are as follows: (1) the use of metacognitive strategy is effective in improving students' listening skills, especially in the identification of voice. This is evidenced by the increasing value of the experimental group and also found that the value of t is greater than t table, (2) the use of metacognitive strategy is effective in improving students' listening skills, especially in text comprehension. This is evidenced by the increasing value of the experimental group and also found that the value of t is greater than t table. Researcher recommend the following researchers in order to conduct research on a comparison between the use of metacognitive strategy and cognitive and affective strategy in teaching listening skills. ABSTRAK Pengajaran bahasa Arab sebagai bahasa asing terdiri dari pengajaran keterampilan menyimak, berbicara, membaca dan menulis.
