ABSTRACT In a learning process of subject ?theory of learning?, there was a problem faced by the students, such as; 1) in the subject ?theory of learning?, there was no any special material tool using Arabic which fitted to the SAP and the syllabus of the lecturer of that subject. Therefore, the students felt difficult when they were given a task to make a paper using Arabic and when they presented the results of the paper (discussion) which used Arabic since they are Arabic students of International Class Program (ICP). 2) The students were difficult in translating the term of learning theory from Bahasa Indonesia to Arabic. 3) The students were lack of mastering vocabularies of Arabic, particularly the terms in learning theory. Therefore, the researcher wants to develop the dictionary for special terms in the subject ? theory of learning? in order to make the students easier in learning process and to enrich the students? vocabularies. The research problems developed are: 1) How are the processes of developing the dictionary for special terms on ICP students of Arabic education department? 2) How are the viewpoints and the responses of ICP students of Arabic Education department about the dictionary for thematical terms? The aims of the current reseacrh are: 1) To know the process of developing the dictionary for special terms on ICP students of Arabic Education department.2) To know the viewpoints and the responses of ICP students of Arabic Education department program about the dictionary for thematical terms. This study uses both qualitative and quantitative approach and the method used is Research and Development (RnD) method. Then, there are eight steps done in developing the dictionary in this research. They are: 1) The analysis of the students? needs. 2) The result analysis-based design. 3) Developing the dictionary. 4) The revision from the experts. 5) Correction. 6) Field trial. 7) Re-correction. 8) The final result of the dictionary. The result of this research shows that all scores of the response of ICP students of Arabic Education department about the dictionary development for thematical terms in the subject ?theory of learning? is 72%. According to the score in questionnaire, the score 60-79, 99% will mean ?Good?. Therefore, the dictionary for thematical terms obtains response ?Good? from ICP students of Arabic education department. Futhermore, this dictionary for thematical terms can make the students easier in the subject ?theory of learning? and it enables the students to master the vocabularies, especially the terms used in the learning theory ABSTRAK Dalam proses pembelajaran, hususnya pada matakuliah ? teori belajar mengajar? terdapat permasalahan yang dihadapi mahasiswa diantaranya adalah: 1. Dalam matakuliah ?teori belajar mengajar tidak ada bahan ajar husus yang menggunakan bahasa Arab yang sesusai dengan SAP dan Silabus dosen matakuliah ?teori belajar mengajar. Oleh sebab itu mahasiswa merasa kesulitan ketika diberikan tugas membuat makalah dengan menggunakan bahasa Arab dan ketika mempresentasikan hasil makalah (berdiskusi) juga harus menggunakan bahasa Arab karena mereka adalah Jurusan ICP bahasa Arab. 2.
