		abstract={In the attempt to reduce cigarette smoke exposure, the Aceh Utara District Administration issued Regional Regulation No. 3/2015 on KTR (No Smoking Area). Lhok Beuringen Puskesmas and Tanah Jambo Aye Puskesmas are located in Aceh Utara Regency. The research problem was how about the implementation of the policy on KTR at the two puskesmas. The objective of the research was to find out the implementation of the policy on KTR at the two puskesmas.
The research used descriptive qualitative method. The data were gathered by conducting interviews, observation, and documentation and analyzed by using interactive data analysis by Miles and Huberman.
The result of the analysis showed that the implementation of the policy on KTR at Lhok Beuringen Puskesmas was good; on the other hand, it was bad at Tanah Jambo aye Puskesmas. In the aspect of communication, some visitors still did not understand the area of KTR. In the aspect of resources, Tanah Jambo Aye Puskesmas lacked of budget and human resources. In the aspect of disposition, there was not strict sanction on it. In the aspect of bureaucratic structure, there was no specific team that monitored the implementation of the policy on KTR.
The conclusion was that the implementation of the policy on KTR would not run well if there were some obstacles such as communication, resources, disposition, and bureaucratic structure. It is recommended that personnel and budget be added, socialization medium be provided through promotion video and health promotion regularly about KTR and strict sanction.}
