		abstract={The scope of PBI JKN members (National Health Insurance members who Receive Contribution Subsidy) is higher than non-PBI JKN (National Health Insurance members who do not Receive Contribution Subsidy), yet the utilization in by PBI JKN in Indonesia is still low. The objective of the research was to discover the factors which influence the utilization in a health centre by PBI JKN in Pematangsiantar in 2017.
This is a cross sectional research with 140 PBI JKN members as the samples. The research was done in Pematangsiantar in May, 2018. Pematangsiantar city consisted of 8 sub districts, thus, cluster random sampling technique was employed to select 3 subdistricts with 5 puskesmas. The samples were taken by simple random sampling technique. The data were obtained through interview using questionnaires and scoring technique. The data analysis was performed by using bivariate test (chi-square) and multivariate test (multiple logistic regression).
The results of the research demonstrated that the respondents who utilized health centre are those who had high school education 51.1%, worked 45.8%. had low income 67.5%, had good perception of health 69.6%, had good perception of health service 56.4%, had good perception of JKN 64.2%, good information access 57.3%, and good transportation fare affordability 95%. The results of the chi square test analysis showed that there was a correlation of income, perception of health, perception of health service, perception of JKN, information access, and transportation fare affordability with utilization in a health centre by PBI JKN members in Pematangsiantar, in 2017. The results of the multiple logistic regression test analysis showed that income was the factor with the most dominant influence on the utilization of in a health centre by PBI JKN members in Pematangsiantar, in 2017.
It is concluded that PBI JKN members who have good perception of health, health service, and JKN, information access and transportation fare affordability will utilize puskesmas. It is expected that the local health agency encourage socialization about the utilization of health centre.}
