		abstract={Formulation of the problem in this research is the extent to which the Performance Accountability Reports Government role in improving the performance of government agencies at the Provincial Secretariat of the Organization Bureau of North Sumatera. The purpose of this study is to investigate and analyze the effect of Performance Accountability Report Government to measure the success or failure of the performance of the Bureau of the Regional Secretariat Organization of North Sumatera province in accordance with the goals and objectives that have been established in order to realize the vision and mission of the Bureau of Setdaprovsu Organization .
Performance measurement is a new thing in the era of regional autonomy, performance measurement is performed based on the model the Government Performance Accountability Report as contained in Decree number 7 of 1999 on Government Performance Accountability .
The method used in this research is descriptive method , which collects the data obtained and to interpret and analyze it so that it can provide information that can be used to solve the problem at hand. To obtain the necessary data the authors used interview techniques and engineering documentation . Types of data used are primary data and secondary data.
The results showed that the Performance Accountability Report government institutions to improve the implementation of efficient government, effective , clean and responsible. Performance Secretariat Organization Regional Bureau North Sumatera as a whole can be expressed well and can assist and contribute to the efforts to improve agency performance, because the performance and accountability reports made to the realization that one of the motivations that can drive performance improvement in times to come.}
