		abstract={This thesis entitled "Competence of Public Relations of the Kepolisian Daerah Sumatera Utara (Platform for Excellence In Public Relations Theory On Technical and Managerial Head and Sub Head of Public Relations Poldasu)". The purpose of research is to determine: 1) On what technical competence Poldasu public relations mediocre in performing basic tasks PR. 2) At what managerial competence Poldasu public relations mediocre in performing basic tasks PR. 3) What efforts need to be done the Poldasu/public relations mediocre competence into excellence.
With the study of excellence, using constructivism, qualitative, observation, interviews and document research. Key informants, one Head. and two Kasubbid. on the   role of   technical   and    managerial,   with   instrument  (1) technical knowledge, (2)   technical  skills,  (3) technical  motivation,       (4) Knowledge of managerial, (5) Skill managerial, and (6) managerial motivation.
The results of the study of technical and managerial roles that have mediocre value that is contained in the technical knowledge of photography, elements of writing articles etc, graphic design and layout principles. Technical skill that is excellence write articles, etc., desktop publishing. Technical motivation is to enjoy producing messages, me-layout and design, as well as all etisan withhold information. At the managerial knowledge is evaluation of the research, the concept of problem identification and solution, management theory, and scan the environment. Managerial skills ie identification of potential problems, and skill evaluation survey research, managerial motivation is to maintain the ethics of keeping a job, loyalty management and makes management feel better. Efforts need to be done Poldasu /public relations which involves management human reseorce, human reseorce distribution, and training.}
