		abstract={This paper addresses the development model to determine the number and location of
Emergency Medical Services ambulance. The objective is to provide quality service to
all segments of the population receiving coverage within a given distance standard at
a reasonable times. This paper makes use of a modified strategic and tactical level
model of Essen et al., 2013 by adding the traffic congestion to outline a new and better
plan. The new models presents the combinatorial models of the regular and heavy traffic
congestion situations.}
