The main causes are the land countours condition including the highlands and there are many hills, therefore the coverage of macrocell could not cover the small environment that is hindered by hills. This study is designed for the outdoor LTE network with microcell in the Bale Prompong Housing area of Purwokerto that is based on the COST 231 Walfisch Ikegami Propagation model by using the Radiowave Propgation Simulator (RPS) application 5.4. The parameters needed to design an outdoor cellular network are residential building specification data and Parameter Link Microcell Budget to find out the number of Microcell Access Points needed so that all areas can be covered for very good signals. From the result of coverage calculation with the total wide area planned of 0.07 km, there are required 2 Microcell Access Points. The design uses 2 scenario. The best scenario is 2 scenario (using 2 Access Points planted in the north and south positions above the rooftop, it produced a signal power level of -55.44 dBm and Signal to Interference Ratio (SIR) of 7.78 dB.
