The research method used is qualitative in determining the priority of the problem to be solved, and using an approach tool that is SWOT method by giving the value 1-4. Sources of data that the researcher use is the primary and secondary data sources, while the method of withdrawal of conclusions that the researcher uses is to compare the actual situation with the results of the researcher's thorough theory. From the results of research conducted problems that occur that is the difference between appraisal report results by superintendent with street vendors causing different contracts of employment or termination of employment from the company when not in accordance with the contract in street vendors. Strategy on the problem is the implementation of street vendors before crew on board aboard the ship after the recruitment process of the company, the implementation of training from the company in order to realize the company's objectives as well as adjust the appraisal report from superintendent that has been described during the interview process, covering all aspects of the assessment.
