		abstract={One very important aspect in carrying out Government functions is serving the community from various activities and for this reason the Government established an administrative and bureaucratic system from the highest level of Government to the lowest level of Government in order to be able to provide more optimal services for all people in the community service function. or Public service Based on the Republic of Indonesia Government Regulation No.69 Year 2001 regulating the port and its functions and implementation, where Jagoh Port is the only RORO crossing port on the Singkep Island, researchers are interested in researching with the aim to know the Implementation of the Duties of the Transportation Service in Roro Jagon Crossing Port Service in Singkep Barat District of Lingga Regency and know the constraints of the Implementation of the Duties of the Transportation Service in Roro Jagon Crossing Port Service in Singkep Barat Subdistrict, Lingga Regency. This research is in the form of field research by means of a processed interview survey with a qualitative method, given the number of informants that are not too many, the researchers sought to find sources of informants from key informants. Based on the informants described in the study, the researchers obtained data from the results of formulating interviews with open nature and in-depth interviews to obtain more accurate information. To analyze the data, in this case the data that has been collected is grouped according to the type of each data then presented in the form of interview narratives presented in the form of interview narratives, and observations are analyzed qualitatively in the form of descriptive in the form of depictions that occur in the field, that is from the results of discussions that have been carried out then The writer recaps the conclusions of the six indicators namely Transparency, Accountability, Conditional, Participatory, Equality of Rights. The balance of rights and obligations in which the three indicators namely Transparency, Accountability and Conditional are more prominent in providing services, but in carrying out their duties the Department of Transportation continues to experience obstacles in providing services.}
