		abstract={The Role of the Office of Education and Culture in Siak Regency in Improving the Quality of Elementary School Education in the District of Kandis by optimizing the duties of the Office of Education and Culture of Siak Regency through Developing, Monitoring, Controlling, Assessing. Because in the implementation of good tasks will be realized good performance results including in improving the quality of elementary school education in the District of Kandis. The purpose of this study was to analyze assess and find out the obstacles in the Role of the Office of Education and Culture of Siak Regency in Improving the Quality of Elementary School Education in Kandis District. The method used is quantitative method. The results of this study are expected to provide the following benefits: contribution of thoughts in the context of developing science, especially in the field of social and political sciences and references to enhance the role of the Office of Education and Culture in Siak Regency in improving the quality of elementary school education. The results of research in Improving the Quality of Elementary School Education in the District of Kandis through four indicators are in the category "Implemented". That the Role of the Office of Education and Culture in Siak Regency in Improving the Quality of Elementary School Education in the District of Kandis through Developing, Monitoring, Controlling, Assessing however this has not been carried out evenly to all Elementary Schools in the District of Kandis. However, the authors suggest to the Office of Education and Culture of Siak Regency to further improve the implementation of the Quality of Elementary School Education activities and conduct cooperation between employees and Elementary School Teachers and the Community.}
