Although baggage handling procedures have been regulated in such a way in Law Number 1 of 2009 Regarding Aviation, in practice, there are still undesirable things occurring by the airlines and passengers. From the background the writers can formulate the main problems including: First, How is the application of Law Number 1 of 2009 Regarding Aviation related to the loss or damage of passenger baggage recorded on Citilink Airlines. Second, are there any obstacles faced by Citilink Airlines in handling cases of lost / damaged baggage belonging to passengers. This research method is included in the survey research in which the authors take data directly and conduct interviews with Citilink and several passengers who have suffered a loss of checked baggage. While the nature of this research is descriptive, this research provides a clearer and more detailed picture of damage and lost baggage recorded. The results showed that damage or baggage loss recorded in flight transportation could be caused by uncertainties caused by human behavior (human uncertainty) both by ground handling officers and the passengers themselves. Passenger baggage that has already reached the usage limit, fatigue conditions experienced by the officer, registered baggage mishandling, the existence of a theft attempt and the neglect of the passenger with the airline's appeal regarding the risk of putting valuables in the checked baggage. Handling of losses suffered by passengers is carried out properly which is represented by Lost & Found officers and is carried out accordingly in accordance with Law No. 1 of 2009 concerning Aviation and Transportation Minister Regulation No. 1 of 2011 concerning Responsibilities of Air Transport Carriers.} }
