		abstract={Kelurahan is a community unit that has the authority to manage the interests of the local community which is carried out directly by the Kelurahan government, One of the powers of the Kelurahan is to provide population administration services, namely the process of recording data and information for Kelurahan residents. Village Population Administration is the activity of the Kelurahan government in population data collection including immigrants, relocations, deaths and births. In supporting the implementation of Population Administration effectively and efficiently, the Kelurahan government seeks to improve population data collection services directly and in collaboration with RT/RW. This study aims to determine the implementation of village administration, especially population administration in Teluk Belitung Village, Merbau District, Meranti Islands Regency and the inhibiting factors in its implementation. The research method used is descriptive qualitative, where the data collection technique used is by using interviews, namely getting the necessary information through direct oral communication with informants or resource persons. In addition to interviews, data collection techniques used are observation and documentation. The data analysis technique uses an interactive analysis model, namely reducing the data that has been collected and then presented and then drawn conclusions. From the results of the study, it is known that the Implementation of Population Administration has been carried out but has not been maximized, where the Kelurahan government has collaborated with RT/RW in population data collection. In conclusion, the implementation of population administration is still not supported by infrastructure facilities ranging from computers, diesel engines, internet networks and operational transportation of population data collection and human resources who do not understand the implementation of population administration. However, the authors suggest to the Teluk Belitung Regency Government to provide optimal population administration services and provide infrastructure to support the implementation of Population Administration and cooperate with RT/RW and the Kelurahan community.}
