		abstract={The surge in sexual violence cases in Gorontalo Regency and the significant number of traumatized children who have not received the fullest treatment from institutions for women?s rights and child protection served as the driving forces for the research. This study Is to learn more about the Gorontalo Regency WCP RTIU?s duties and responsibilities in the mental rehabilitation of children who have experienced sexual violence, as well as how Regional Regulation No. 1 of 2016 implementation or application relates to legal guarantees. This study is quantitative in nature and employs an empirical-judical approach. Data were gathered through observation, interviews, and WCP RTIU documentation. This research has shown that WCP RTIU has fulfilled its obligations and responsibilities to the best of its ability and has never been isolated from the six (6) services that are fundamental to the organization?s operation. These include victim support, case management, outreach to victims, mediation services, public complaint services, and temporary shelter. Although legal experts Soerjono Soekanto have stated that there are a number of factors that can be used to determine whether a law has been implemented ineffectively, these factors include the laws themselves, law enforcement factors (i.e., the parties who form and implement the law), community awareness factors (i.e., the environment in which the law applies and is applied) and cultural factors ( i.e., as a result of work, creativity, and feelings based on human intiative in social interactions in life). Nonetheless, it may be claimed that WCP RTIU has done the best it could to fulfill its obligations.}
