Data envelopment analysis (DEA) with the assumption of variable return to scale (VRS) was used to analyze the first objective and panel data Tobit regression was used to analyze the second objective. The results show that, on average, government spending on education and health sectors of municipalities/cities in South Kalimantan Province was inefficient, and the efficiency level of government spending on the education sector was significantly and positively influenced by GDP per capita and the size of government capacity. Whereas the efficiency level of government spending on the health sector was significantly and positively influenced by GDP per capita, population density, size of government capacity, inequality of income distribution, and the population aged over 65 years.} }
