The utilization of populist programs packaged through the Community Empowerment Program (PRODAMAS) in Kediri City, including in the practice of Pork Barrel Politics. Because its existence is often encountered when the General Election arrives, as a political offer or barter to the people who actually have a political content based on welfare and community empowerment in the work program offered during the campaign period. This has also been proven in Bontang City (East Kalimantan) which absolutely has a real impact as the winner of the Regional Leader Candidate. In the preparation of this research using Distributive Political Theory by Susan C. Stokes, the researcher can conclude that this PRODAMAS is a form of Programmatic Political Distribution with the allocation of funds sourced from the Kediri City Regional Budget.} }
