These specifications include Flexural Strength (FS), where FS is the flexural strength of concrete to accept the load of vehicles running on it. Resulted from the value of the tensile stress of the bending moment divided by the moment of resisting the cross section of the test beam, unit kg/cm2. But on the other hand, the manufacture of concrete mixtures so far refers to the compressive strength, because in the design of concrete there is no calculation that directly refers to the desired FS. The cement content of the job mix design and the results of the flexural strength of FS 40 concrete using the composition of the concrete material from the job mix design were used as data variables to study the effect of cement content on the flexural strength of FS 40 concrete. The analysis used to determine the effect of each variable using a simple linear regression analysis technique. To get the deviation value of the semen content, descriptive statistical analysis was used. The dependent variable is the result of the FS 40 trial concrete flexural test, and the independent variable is the cement content of the job mix design used by 4 concrete producing factories. From the two analyzes, the regression equation and the level of deviation of the cement content to the flexural strength of the trial concrete FS 40 were obtained which were used as the basis for calculating the K quality concrete plan which was supposed to get the flexural strength of the FS 40 concrete. Then using Unit Price Analysis compared the price of concrete work that must be paid based on the calculation of the cement content that must be paid if it is based on an existing job mix design. From the results of the analysis, it was concluded that the cement content had an effect on the flexural strength of FS 40 concrete, the average value of the deviation level of FS 40 on concrete pavements in Mojokerto Regency in 2019 and 2020 was 6.175%. The level of cost efficiency of cement content according to Unit Price Analysis is 9.7% per cubic meter of concrete.} }
