And the act (verbal sexual harassment) of catcalling is a crime that occurs in public spaces, such as on the streets, markets, public transportation, schools, and others. People who have experienced (verbal abuse) catcalling feel insecure, peaceful, and peaceful when they leave the house. And the impact of this act of catcalling causes psychological and mental disorders of a person. The research method used in writing this thesis is to use normative research, with the statutory approach method and carried out by examining available legal materials in the form of books, articles, scientific journals. With this thesis research, it can be known that (verbal sexual harassment) catcalling in Indonesia is not a simple problem but a global problem which is a crime. The results of this study are first. According to the perspective of criminal law, acts of verbal sexual harassment (catcalling) are acts of verbal harassment related to criminal acts that violate decency. As for the articles that can be used in dealing with cases of verbal sexual harassment (catcalling), namely, Article 5 of Law no. 12 of 2022 concerning Crimes of Sexual Harassment. The sanctions that can be given to perpetrators of verbal sexual harassment (catcalling) are imprisonment for a maximum of (nine) months or a maximum fine of Rp. 10,000,000.00 (ten million rupiah). Furthermore, in Article 281 Paragraph (1) of the Criminal Code, Article 8, Article 34, Article 35 of Law Number 44 of 2008 concerning Pornography which also regulates decency. Then the second result is the driving factors for verbal sexual harassment, namely, psychological factors, biological factors, moral factors, low education and economic factors, environmental or residential factors, alcohol factors, factors of lack of understanding of religion.
