In Indonesia, elections are a real manifestation of democracy and are a means for the people within declares its sovereignty over the state and government.  Elections are based on Pancasila and the Constitution  of the Republic of Indonesia 1945. Elections are held using the principle of direct, general, free, confidential, honestand fair in the Unitary State of the Republic of Indonesia (NKRI). People have a role is very important in a country, because the success or failure of an election will be measured by participation in the general election. First time voters can be categorized in the first time group Using one's right to vote, a person's political goals will encourage participation political. In the midst of the process of democratization and political freedom, first-time voters are showing their attitude apathetic. The phenomenon of political apathy that we often encounter is "Abstention" which is quite detrimental and it is feared that it will affect the legitimacy of the election, this could cause paralysis democracy. The increasing number of abstentions in every election in Indonesia can be caused by many factors.}
