KASN as a supervisory agency for the application of basic values, code of ethics and code of conduct for ASN employees carries out supervisory duties continuously so that all government agencies can apply the code of ethics and code of behavior within their agencies. This is done in order to internalize the code of ethics and code of conduct in accordance with the characteristics of the relevant agencies and remain in line with the ASN ethical regulations in the Act for the creation of a Professional State Civil Apparatus. Professionals, analyze the Implementation of the Functions of the State Civil Apparatus Commission in realizing professional ASN, analyze the obstacles in the Implementation of the Functions of the State Civil Apparatus Commission in realizing professional ASN. Researchers examine this by using the constructivism paradigm with qualitative research methods accompanied by a case study research approach. Data acquisition techniques are observation, in-depth interviews, literature study and documentation. The data analysis technique used is through data reduction, data display, making data conclusions, data verification and data coding. The results showed that the Implementation of the Function of the State Civil Apparatus Commission in realizing professional ASN for its implementation was quite effective, but there were still obstacles in the implementation of its supervision, namely the existence of KASN which there was only one located in the capital city and had no branches, limited human resources. and the lack of APBN provided by KASN.
