The type of waste that is difficult to recycle and reduce its use is plastic waste. Plastic waste takes a very long time to decompose completely. To minimize this, the Jakarta city government issued DKI Jakarta Governor Regulation Number 142 of 2019 concerning the Obligation to Use Environmentally Friendly Shopping Bags in Shopping Centers, Supermarkets and People's Markets at the DKI Jakarta Provincial Environmental Agency in the East Jakarta Region. However, the use of shopping bags as a substitute for plastic bags is still not optimal in minimizing the problem of plastic waste. This study aims to analyze the Implementation of DKI Jakarta Governor Regulation Number 142 of 2019 concerning the Obligation to Use Environmentally Friendly Shopping Bags in Shopping Centers, Supermarkets and People's Markets at the DKI Jakarta Provincial Environmental Agency in the East Jakarta Region. This research uses the theory of policy implementation from Georgeo C. Edward III which states that there are 4 variables that affect the implementation of policies, namely communication, resources, disposition, bureaucratic structure. This research uses qualitative research methods, using a descriptive analysis approach. From the results of the study, it can be concluded that the implementation of the policy of the DKI Jakarta Governor Regulation Number 142 of 2019 concerning the Obligation to Use Environmentally Friendly Shopping Bags in Shopping Centers, Supermarkets and Markets has not run optimally.
