There are many ways to convey information either by sending messages via email or by chatting directly on the phone. However, the problem that arises is that when users, especially agencies communicate via analog telephone for a long duration, the costs will be high. For example, during a meeting held by an agency with other agencies, where communication by telephone for a long duration results in the use of high costs on service providers. One solution to this problem is to use inexpensive voice communication technology. Voice Over IP, abbreviated as VoIP, is voice sent over the Internet Protocol (IP). VoIP is built using Cloud Computing utilizing cloud computing with KVM virtualization, it is necessary to present it to deal with these problems, where on a cloud-based network, the admin can minimize the waste of device resources. VoIP often adds. The need for realtime IP-based services also demands good performance. VoIP analysis using Cloud Computing using KVM virtualization uses the Network Development Life Cycle (NDLC) research methodology. Of the 6 stages, only 3 stages are used, namely Analysis, Design, and Prototyping Sumulation. Then it will be tested with VoIP without the Cloud and using KVM Cloud virtualization. In this research, the results of VoIP communication will be captured. The capture results that were tested were Delay, Jitter, and Packet Loss with the Tiphone Standard. The conclusion of this research is that VoIP services are managed by cloudless servers and use the cloud with KVM virtualization built for VoIP services. Where by seeing the capture results of communication between clients get good results with QOS (Quality Of Service) standards.} }
