Therefore, services at the Dinas Pekerjaan Umum dan Penataan Ruang (PUPR) Office are less effective and efficient, because the data service media slows down the delivery of responses to complaints submitted by the public. This is because the community also wants to make complaints easily, efficiently, and to get fast action from the Dinas Pekerjaan Umum dan Penataan Ruang (PUPR) Office. Along with technological developments, the android-based public complaint application can be used to solve existing problems, because the public can make complaints using smartphones that can be done quickly and get feedback in the form of validation and progress of complaints from related agencies. The research method used includes stakeholder identification. While designing and making this android-based public complaint application uses the waterfall model of SDLC (System Development Life Cycle) software development method. The waterfall model begins with the analysis stage, namely by analyzing and collecting data through interviews with the Mataram PUPR Office, the system design stage, namely by designing the system interface, the system coding stage, and this stage ends with the system testing stage carried out to determine the feasibility of the system. The conclusions that can be drawn from this study indicate that this android-based public complaint application is capable of making complaints by adding locations and images, being able to display all complaints that have been reported, capable of managing the status of complaints. Of course this application helps the Dinas Pekerjaan Umum dan Penataan Ruang (PUPR) in handling complaints.} }
