		abstract={One of the State-Owned Enterprises (BUMN) programs in the form of a commitment to social responsibility to the community is the Partnership and Community Development Program (PKBL), in the process of filling out the partnership program proposal form still done by convetional means, the applicants who will to submit a partnership program proposal will be given proposal form must filling out with handwriting, so that it can be mistake in entering data into the system, to make it easier for the applicants to submit proposals for partnership programs and community development programs. Conducted research aims to be able to help the process of submitting proposals while providing information about the procedure for submitting proposals. In the process of collecting data with the aim of solving problems. The writer uses the data collection method obtained through the field study by interviewing, documentation, observations and library studies, and for designing the software application the writer uses the waterfall method, to solve the above problems, then develop an application is made to submit a partnership and development program proposal by web-based. Based on the results of the tests that have been carried out the application of the partnership program proposal and community development there is the applicant's home page and employee home page, partnership program proposal form page, community development proposal form, and the proposal decision result page. In such away this application is expected to facilitate applicants in submitting proposal forms and employees in validating applicant data.
