The research method used is descriptive qualitative with data collection obtained through observation, interviews and documentation. Determination of informants with purposive techniques. This study uses Talcott Parsons' structural functional theory where according to Talcott Parsons there are four requirements that must exist so that society can carry out its functions properly, the four functional requirements are Adaptation, Goal Attainment, Integration, Latency. Based on the results of the study it can be concluded that scavengers adapt to their work environment by wearing masks when they work with the aim of suppressing the unpleasant odor they breathe. The achievement that scavengers want to aim for is to reach their daily income target which is in the range of 40,000 to 100,000 rupiahs. Apart from that, scavengers also want to have other income besides being scavengers, such as being entrepreneurs or being mobile garbage collectors in housing. The integration of scavengers and collectors is running well, which can be seen from the trust the collectors have for their regular scavengers where the collectors often help their regular scavengers when the scavengers need help, for example by lending money. The patterns maintained by the scavengers are solidarity relationships that have been very well established between fellow scavengers and scavengers and collectors.
