		abstract={This research is entitled "Factors that impede the Implementation of the Regulation of the Regent of Ogan Komering Ulu Timur Number 17 Year 2105 About the Technical Guidance of Implementation of Micro and Small Business License in Cempaka Sub-district, East Ogan Komering Ulu Regency". The purpose of this study is to determine what factors are inhibiting the Implementation of the Regulation of the Regent of Ogan Komering Ulu Timur Number 17 Year 2105 About the Technical Guidance of Implementation of Micro and Small Business License in Cempaka Sub-district, East Ogan Komering Ulu Regency. This study used descriptive qualitative method. This study uses George Edward III theory measured in four dimensions of Communication, Sumberdya, Disposition and Bureaucratic Structure. Data collection technique is done through interview, observation and documentation. The research result according to George Edward III model, has not run well, because there are still shortcomings such as human resources and facilities to support the policy and timeliness in issuing the business license still need time old and not in accordance with SOP.}
