Abstract :
Cawang Baru Substation plays a very important role in distributing supply of power to the Eastern part of Jakarta through two of 500/150 kV 3-phase Inter-Bus Transformers (IBT1 & IBT2), built from 3 identical single phase transformers. There had been troubles with these IBT?s where one of it?s single phase transformer cought fire and exploded. One incident happenned in 2009, where it caused one IBT to stop functioning during the repair period of 14 days, resulting in a rotational load shedding on the consumer side. In time, this problem worsen the reability index to some extent. One option to remedy this reliability problem is by employing the open delta transformer scheme. While theoretically, an open delta connected transformer is capable of carrying 57.7% of the complete 3-phase transformer, it has a potential to significantly improve the reliability index related to the trouble as it happenned in the past. The studied system use an assumption of IBT2 reability index during a normal operating year without the incident, where the System Average Interrruption Duration Index (SAIDI) was 6,67 and System Average Interrruption Frequency Index (SAIFI) was 4,46 Times/Consumer/Year. Then, with transformer fire and explosion assumed to occurr, when IBT2 is left completely unoperational for a period of 14 days, calculations show that SAIDI goes up to 172,5 Hours/Consumer/Year, while SAIFI goes to 32,28 Times/Consumer/Year. When the option to apply the open delta transformer scheme is executed, and the total off time periods assumed to be 3 days, while support capacity was received from other networks and allows the the rotational load shedding with two off times per day for 14 days, calculation shows that the SAIDI improves to 42,16 Hours/Consumen/Year, while SAIFI is corrected to 10,42 Times/Consumen/Year. Based on these calculations, when trouble occurs on IBT2, the open delta transformer option is shown to improve reability indexes such as SAIDI and SAIFI and consumers experience a much shorter out of service periods
