Abstract :
To maintain system frequency fluctuations caused by changes in load with a fast response,
an Automatic Generation Control (AGC) system is needed. Implementation of AGC
activation in the Java Madura Bali system which is one of PLN's Anti Black Out
breakthrough programs in the context of strengthening defense to prevent widespread
blackouts due to disturbances. The existing Load Frequency Control (LFC) system at the
Tambak Lorok PLTGU has not been operating for a long time, so it was chosen to
implement the activation of the AGC system which will be controlled automatically by the
Dispatcher Java Control Center (JCC) through the SCADA system control scheme. It is
necessary to do commissioning & point to point SCADA signals and then realtime loading
testing to see the fast response of the AGC SCADA system at the Tambak Lorok PLTGU
generator. When testing realtime loading, the frequency of the Java-Bali system is
conditioned to be at 50,154 Hz and 49,819 Hz. The data is used as a reference for the
successful implementation of AGC activation for other PLTGUs in the hope that other
PLTGUs can immediately contribute to the AGC system. With fast AGC activation, the
purpose of system operation will be achieved better, namely the quality of the Java
Madura Bali electrical system frequency is maintained at 50 Hz. AGC is also a solution
to the challenges of intermittent renewable energy in the future.
