Abstract :
In the supply of electricity within the Indonesian interconnection system, particularly in the Steam Power Plant (PLTU), the coal-fueled PLTU plays a dominant role in the Java Bali interconnection system. The load in the system is constantly changing from time to time, but the voltage and frequency must stay constant. The main tool in controlling frequency is the governor. This thesis will discuss about setting the speed droop governor in relation with the ramping rate speed that is allowed in PLTU Labuan. The speed droop value in PLTU Labuan is 5% with a non-active free governor and ramping rate value of 3 MW/minute.
