Abstract :
Rural Association Organization (LHP) is an organization that was founded in accordance to the district law of West Lampung regency number 03, 2000 over the establishment of rural association organization. The members of this organization are religions’ leaders, custom’s leaders, public figures and leaders of youth from each village which administer the customs, set village regulations, accept and direct public’s aspiration and monitor the implementation of village administration.
The problem in this research was how rural association organization’s role as to the implementation of village administration and what barriers faced by LHP in this implementation. The methods used in this research were empirical approach and normative -jurisdictional approach. While the data collecting techniques used were literary and field research with quantitative analysis.
Based on the research finding, it was indicated that LHP, even though had played its role in the implementation of village administration, in some cases still worked out of the procedure made by the government of West Lampung. The barrier faced by LHP in the implementation was the lack of the recognition of district law no 03, 2000 over the establishment of LHP to the public, particularly to the members of LHP it self. The lack of communication between LHP members with the public members and inadequate facility for LHP were the most cause which slow the LHP down, more over there was no particular office for LHP in Pardasuka Village.
It was recommended that West Lampung government hold the training for leaders and members of LHP, in order that the objectives on autonomy district could be reached. Also for the people in charge in Pardasuka Village, it was imperative that the increase the relationship between leaders and LHP so that they could cover their weakness until the implementation of village administration became useful. If it was so, the administration of a village for its development would not burden the civilization.
