Abstract :
Realizing the success of agricultural development requires high-performance agricultural extension workers in all regions including in Lendah District, KulonProgo Regency. The problems in Lendah District are the decline in rice, corn, and soybean production in 2018 and the reduction in the number of farmer groups at the main and intermediate levels in 2019. One of the causes is the performance of agricultural extension workers in the Lendah sub-district is not optimal yet. The objectives of the research are to identify the factors causing suboptimal performance, analyze the factors causing suboptimal the performance, evaluate achieving performance process, as well as formulate a strategy to improve the performance of agricultural extension workers in Lendah District, KulonProgo Regency. The study is a qualitative descriptive research. The data gathers by observing, interviewing, and documenting. Comparative data analysis with standards refers to Regulation of the Minister of Agriculture Number 91 / Permentan /OT.140/9/2013. The study shows that generally the counseling performance of agricultural in Lendah is proper. This case is supported among the level of agricultural counseling education that is proper, appointment of contract workers / Daily Relief Workers (THL-TBP) Agricultural Extension Workers to be Prospective Civil Servants (CPNS), and Civil Servants (PNS), the government has effort to complete the counseling infrastructure such as construction of sub-district Agricultural Counseling Center (BPP) buildings and provision of extension facilities and infrastructure, although they are still very limited, proper agricultural counseling motivation and the existence of agricultural counselor is felt by farmers. Nonetheless, the performance of agricultural counseling still needs to improve pretty more optimal primarily in the case of field visit intensity as well as mastery of extension material both theory and practical. The factors that cause suboptimal agricultural counseling in Lendah District are caused by the less of personal knowledge and ability, training and technical guidance intensities, counseling infrastructure facilities, and the local government support, supervision of agricultural extension work, and organizational synergy, implementation of reward and punishment systems that are not optimal yet, government bureaucracy at the village and sub-district level which tends not to prioritize agricultural development in the region and low levels of human resources of farmers. Efforts to improve the performance of agricultural extension workers in the sub-district can be done with a clearer extension counseling system, improve the completeness of infrastructure, counseling learning facilities, local government support, organization synergy and regional development control, keep updating knowledge and technology, as well as run a reward and punishment system properly.
